Worms are the most visible allies in terms of making compost, so I always recommend bins with an open bottom to allow the worms to move up into the compost. But microscopic bacteria are what really do the heavy lifting in the composting process. While there are some store-bought enzymes and "compost starters" you can purchase to try to speed things up, the best thing to do to get the right microorganisms in your compost is add some plain old garden soil.
